Tannarak was a youth in Egypt who, after being traumatized by seeing death at such an early age, sought immortality. Through alchemy and other means he was able to obtain it, although this was through unscrupulous means indeed. He became obsessed with finding the perfect woman, which led him into repeated conflict with Earth-One's Phantom Stranger.
Dragon King was originally a member of the Imperial Japanese organization known as the Black Dragon Society, which attempted to usurp control from rival military powers in the era of World War II on Earth-Two.
Tannarak became an agent of the sinister Dark Circle, although his allegiance briefly shifted to working alongside the Stranger. Though it seemed he died, Tannarak simply transplanted his mind into an infant, until his foe alongside Batman and the Outsiders once more vanquished their ancient adversary. He never returned from this encounter.
Dragon King utilized a "Sphere of Influence" devised from his equipment and ancient artifacts, that kept the region of his world under control by Japan and the other Axis Powers protected from superhumans of the Allied Powers. Any such superheroes with certain power sets who passed into this energy field fell under the control of the Axis overlords. This led to his perpetual conflict over the years with various members of the All-Star Squadron.
Another pair of troublemakers, these of the feminine kind, were Tara and Wotan. Tala of Earth-One actually teamed up with Tannarak against the Stranger on occasion, the original female Wotan operated many years before Dragon King's debut..
