Sure, the picture attached doesn't show Professor Anthony Ivo (Ives) during his mustached wearing phase, after he reformed from crime briefly when working at WGBS (where Superman's alias, Clark Kent, an was employed). However, both the good (bad) professor of Earth-One and his doppleganger on Earth-Two, the here-to-fore unnamed (Anthony Ivo, perhaps?) sole proprietor of Eliminations, Inc., each caused their respective world's teams of Justice significant headache.
For former astronomer Ivo, it was a case of seeking immortality, and developing so much more in the process i.e. the Amazo android capable of absorbing the Justice League's abilities. For Mr. Eliminations, Inc., it was an attempt to cash in on futuristic technology... or perhaps much much more... and in so doing developing robot built upon the Justice Society's chief weaknesses. There modus operandi went yet further, as each imprisoned their prey in seemingly inescapable chambers. They proved ineffectual after some creative teamwork by each band of heroes, however.
Another key similarity between the two scientists turned sociopaths was their aforementioned propensity for constructing various robots to use against their opponents. The Eliminators, for lack of a better name, roundly and soundly overcame the varied abilities of the Socialites; Ivo's next batch of robots similarly seemed to prove highly adaptable when confronting even the Man of Steel. It should be noted in each case, the bots faced the mother and daughter of Black Canary. The motivation for Ivo's reappearance was due to disfigurement caused by the immortality serum he discovered thanks to his initial criminal outing.
The C.E.O. of Eliminations Inc. was in actuality a highly placed agent of a "hostile foreign power" according to a senator, who legally threatened the Justice Society. In actuality, this organization was original a brain trust named the Binary Brotherhood, which developed the android Ahket who threatened the world, and whom the All-Star Squadron defeated.
Rather than reveal their identities, the JSA retired for the most part, and thus the underworld employing Eliminations, Inc. actually succeeded in removing this pesky foe for twelve years. As for poor Ivo, their was no cure to his plight and the JLA lived on briefly before themselves disbanding due to a different situation.
Nevertheless, each man left a lasting impression on his foes, leaving his legacy for them to use from time to time. Amazo, for instance, was used in one instance to retrieve powers they lost due to another villain. This they only could have done thanks to having the most often sleeping android doubling as a statue in the memorabilia room in their satellite headquarters rotating high above Earth.
The Justice Society were left with something by their enemy, which was much larger but ultimately much more useful to them. A new orbiting headquarters which was a potential prison for the Society, later rebuilt by the team into their spacecraft, the JSA Skyrocket.
