Ned Creegan of Earth-One was a jewel thief, and not a very successful one. During one such heist, he was inadvertently exposed to purple-light energy from a criminal scientist, with his now transparent body transformed into a radioactive furnace. When the ray's creator, Dr. Logan, gave Creegan pills which temporarily transformed him into normal. although when Ned reverted to his skeletal self and used his new-found powers he lost months of his life. After a battle with Gotham City's costumed crusaders, Batman and Robin, Ned as Bag-O-Bones was eventually defeated. He would return years later, now employed by the massive criminal organization known as the 100, who provided him control over his abilities and stabilized his condition. As their enforcer the Cyclotronic Man, Creegan came into conflict with Metropolis' superheroes Black Lightning and Superman, who were able to once more contact him.
Ned Creegan of Earth-Two was a successful businessman who thirsted for even more. Freeing five incarcerated felons and recruiting them into his new criminal organization, Creegan as the Skull sends these men to steal exotic items to add to his collection. This draws the attention of the Seven Soldiers of Victory, also known as Law's Legionnaire, consisting of Green Arrow, Speedy, Star-Spangled Kid, Stripesy, Shining Knight, Vigilante, Crimson Avenger, and honorary member Wing. Each of these heroes tackled the individual crooks and thwarted their sinister schemes.
After his defeat in Metropolis, the once-Bag-O-Bones adopts a third alter ego, as the One-Man-Meltdown. This time, his desperation at finding a cure for his fatal condition leads him into conflict with Batman and his Outsiders team, consisting of Black Lighting, Metamorpho, Geo-Force, Katana and Halo. The Outsiders stops Creegan and find him a lasting cure. As for his counterpart, the Skull attempted to his greatest prize... and age restoring machine... to regain his youth. However, he failed to adjust it to the proper setting, and accidentally aged himself which led to his death.
It has been theorized that the purple-rays were the same ones used at other times on both Earths that were created by Frederic Fowe on Earth-One and the Ultra-Humanite on Earth-Two, although superior versions of these originated on Paradise Island when they were developed by the Princess Diana aka Wonder Woman of Earths One and Two. While some purple-rays could revitalize individuals, in the case of Ultra's radiation machine, they could also cause the reverse leading to death for exposed individuals.
