Bill Baggett found a nefarious niche when he discovered the means to control the power ring of Hal Jordan: through use of willpower. He first discovered this when Green Lantern of Earth-One was testing the effect of his remote control over his power ring in an environment that was effected by radiation. When he located the ring which Hal had left in a cave, Baggett used it to begin a new criminal career harnessing its energies for evil Jordan until defeated him. Baggett would resurface a second time and try again, and once more Green Lantern came out on top.
Later in the costumed career of Alan "Green Lantern" Scott of Earth-Two found himself losing control of his power ring. While flying over Gotham City's Chinatown, Scott suddenly lost power and plummeted into a building, with the man behind his power loss secretly siphoning the energy from his emerald gem. While momentarily unconcious, an agent of the Green Dragon Tong named Chin Loo pulled Alan's power ring off his ring finger and placed it over his own, in order to control its massive power. Perhaps feeling entitled to this as the descendent of Gotham Chinatown's former mayor of the 1940s, Chin Loo Sr., he instead found that the power ring rejected him and quickly ended his life as Chin Loo Junior's body was consumed by lime flames.
On a later occasion, Baggett used his superior will power to grapple the ring from Jordan, this time as an agent of Hector Hammond and his Brain Trust business. However, despite Baggett and Hammond's combined will power overpowering Jordan's, Hal's Justice League ally Green Arrow was able to disorient Hector with a smoke arrow while Green Lantern knocked Baggett out with his fist, ending his threat.
