Thomas Tresser's covert life began after his brother Craig had murdered their mentor Ben Marshall, the soon-to-be FBI chief whom they both worked under. When Craig changed his attitude an assassinated Marshall, before he himself was gunned down. Shunned from working for the agency any longer, he renounced both his career and identity and assumed the alter ego of Nemesis, who would balance the scales of justice and track down the menacing manipulators who cost him mentor and brother. Tom used his aptitude as a disguise expert and specialized weaponry as Nemesis in order to infiltrate the criminal organization behind this dastardly deed, the Council. Eventually, Nemesis encountered Valerie Foxworth and enlisted her in his crimefighting crusade.

King was a wealthy playboy who decided to pursue a career in crimefighting using his various skills. This drew him into several encounters with Myrna who, as the Witch, was originally an orphaned girl turned to crime. As such, in their various confrontations with one another culminated from their litany of alter egos in a budding romance. Although opponents initially, King and Witch would ultimately team up to defeat common foes again and again throughout the years
Along the way he picked up another ally in Earth-One's Batman. Twice these two heroes would team up within the pages they both shared in the Brave and the Bold. Nemesis brought down the Council, though at the cost of Tresser's life. Rumors surfaced later that he was still alive.
