Phil Cobb, a small-time hood with a big-time plan, to be the master of signals. Using various gimmicks to imitate his soon-to-be foe of Earth-One's Batman, Signalman tried twice to unseat the dark knight from his dominance over Gotham's underworld. When he found nothing but defeat he assumed the identity of the Blue Bowman, trained by Green Arrow's old opponent Bullseye, yet still found no victories. His counterpart Bob Daley was the best friend to adventurer Tex Thompson, aiding Tex on several cases around the world. Eventually, Tex adopted the alter ego of Earth-Two's Mister America, which motivated Daley to start his own costumed career. As the Fatman, Daley tried unsuccessfully to create a costumed career for himself, instead becoming known as a joke of a hero.
Interestingly, Cobb's costume and that of Daley's was similar, garbed in red spandex with yellow shorts worn on the outside and red boots, in addition to Phil's garish yellow cape with green patterns contrasted by Bob's garish green cape with yellow patterns. While Signalman based his persona on lights of various kinds, Fatman's lampshade helmet was the first piece of his own caped crusade. Even on his first battle with Batman, Cobb referenced how brooms were displayed during a submarine's first successful voyage, while Daley grabbed a broom to sweep away crime! While Signalman used flares and sparks to flood his opponents with light, Fatman was armed with an ink spray gun to darken his foes' vision!
Eventually, Signalman reappeared once more to try to finally defeat the Dark Knight, and although this led to another to imprisonment Cobb finally achieved modest notoriety in the criminal community. As such, Cobb was welcomed into the hierarchy of Gotham City's underworld, selected as a juror in a mock trial as to which master criminal defeated Batman, who had himself remained undercover as Two-Face. This led to his being noticed by and recruited into the Secret Society of Super-Villains, which prompted him once more to face and this time capture the Batman. Alongside his allies, the Villains were able to exile ten members of the Justice League and jsutice Society in interdimensional limbo, although this led to the discovery that the gang's founder Ultra-Humanite had tricked Signalman and the other three members from Earth-One. Seeking revenge on Earth-Two's Villains, the criminal quartet freed the heroes from their prison while being left behind in limbo, thus ending the criminal career of Phil Cobb.
Fatman attempted to join the All-Star Squadron, who counted among their ranks the Batman of that world, assuming the vacancy in membership left behind when Tex became Americommando to fight the Nazi threat in Europe. Instead, the team refrained from officially welcoming Fatman into the group leading to Daley's early retirement from the ranks of mystery men, since he no longer had the protection provided to him by Thompson when facing the criminal element.
