This pair of bad appendages adopted similar identities matching their modus operandi, and their devastating abilities.
Alexander Tuttle was the son of a wealthy business man, who sought to pursue a scientific career. However, Alexander's domineering father demanded that his son follow him in his construction business. Over the years, this mental flogging led to the younger Tuttle becoming insane and developing a power glove that allowed him to break apart atomic structures. As the Crumbler, he battled Green Lantern, Green Arrow and Black Canary twice then later allied himself with Professor Ojo to once more face the trio of heroes. Eventually, Tuttle was brought to justice and never reappeared as he remained in Arkham Asylum.
The Hand was a crime boss of the 1940's that though he had an incurable condition which had misdiagnosed, and banded together several criminals to form his Five Fingers. Although they were defeated by Earth-Two's Law's Legionnaires and this battle cost him his right hand, he replaced it with an iron hand powered by nebula energy of which he renamed himself. This appendage gave him tremendous power to destroy objects and control his nebula hand which encircled the world. The combined might of the Legionnaires with the League and Society of Justice unseated his schemes.
While Crumbler specially fought three individual members of the Justice League, Iron Hand was specifically a team-level threat during his initial encounter with the Law's Legionnaires, their subsequent clash with him via his Nebula Man pawn, and his aforementioned clash with the three superhero groups.
Similarly, while the Earth-Two Doctor Light only battled his arch-foe Doctor Mid-Nite on three occasions (although there was a speculative duel with Mid-Nite's team the Justice Society that may have occurred), the Earth-One Doctor Light was a recurring foe of the Justice League and Teen Titans throughout the years.
