Jack Nimball adopted the Toyman alias to terrorize Earth-One's Metropolis and its Superman, while an unidentified mobster assumed the alias of Jester, stealing the identity from the real Jester aka Robert Mason of Earth-Two.
Each criminal had an irreverent attitude, using various gimmicks against their opponents, believing this leveled the playing field. Yet each of these crooked comics had short-lived careers.
Nimball lost his life when Winslow Schott retook his criminal moniker that he and his Earth-One counterpart shared. As for Mason, when his estranged father a famous Professor was captured by the fake Jester, Robert alongside Madam Fatal freed the elderly man then retired from crime. Mason then adopted the alias of police officer Chuck Lane, while now carrying on a heroic career as Jester.

Another pair of mirthful menaces were the Puppet Masters. The Earth-One version, aka Jordan Weir, used robotic puppets with weaponry although primarily he employed mind control. This brought him to the attention of Green Lantern as Weir attacked Coast City, before becoming employed with Doctor Destiny which led to a battle with the Justice League. His cosmic twin, Dmitri, as the Puppet Master of Earth-Two used a thought serum to control unwitting subjects to further his criminal schemes. As he was in Gotham City, this led to his encountering Batman and Robin. Neither his serum nor his own more primitive puppets could salvage victory from his impending defeat.
