The second felon to face the Flash of Earth-One was Mazdan, who used various devises originating from the 38th century such as magnetic rod emitting rings of fire. After initially being defeated, he returned later to bedevil his old foe, this time in the company of Flash's Rogues Gallery, Disguised as the deceased villain, the Top, Mazdan's latest device disrupted the speedster's sensory systems and nearly caused his defeat. Thankfully, the Flash still the future felon used a spinning attack on his enemy which awakened the hero's memory... and helped him find a way to defeat Mazdan once more.
His counterpart on Earth-Two was Dmane, a convicted crook of Dmane from the year 6946, where he accessed the the magnetic forces of the planet in an attempt to control it. Pulled from his era just prior to his execution due to a time traveler experiment of that world's Flash, it was left to the Scarlet Speedster to defeat Dmane. Which he did when he realized that the charged criminal needed to keep contact with the planet to access his power, and thus the Flash sent him flying back to Dmane's native time...just in time for his execution. Presumably... as he may have escaped as had Mazdan.

An Earth-S count her part of these two baddies was "Murder" Marden aka Lightning Man, who likewise gained his powers when he was charged with electricity during his attempted execution. The counterpart of the Flash, Kid Eternity, enlisted the aid of Benjamin Franklin to induce a static charged heart attack upon this fiend, ending Marden's criminal career.
