David Drake was transformed when stumbling into a bathosphere powered by a nuclear pile into Typhoon, an elemental being that manipulated weather. Drake was able to transform into an aquatic elemental type being, able to generate massive sea storms. This led to repeated battles with Firestorm of Earth-One, each time leading to David being vanquished.
His counterpart was Oswald Cloud, a brilliant scientist on Earth-Two who had been ostracized since the days of his youth for being different. Using his genius, Cloud created a device that generated torrential rainstorms, until he encountered Zatara who stopped him from exploiting his equipment and endangering civilians as the Rain-Maker. Ahead after his initial defeat, Oswald returned with whiter hair simply going by the alias of the Cloud. He modified his rain making device to create black rain, which darkened the scenes of crimes which is henchmen committed across a major city. This time, Cloud was opposed by Zatara’s fellow All-Star Squadron colleague Doctor Mid-Nite, who like his teammate thwarted Cloud.
But these were not the only lighting wielding wicked warriors, for on Earth-One, museum director Henry Meke was transformed into a "Thor" upon exposure to a hammer made from a meteorite. Similarly on Earth-Two, there was an older man nicknamed Thor who aided the evil Gundra and her Valkyries. These Thors were no doubt based an ancient tribal chiefs of the same name, brought into the present by Future Man. Both of these faux-Thors battled the World's Finest Team of Superman and Batman on each Earth.
