Many problems in this world relate to political powers, both internal and external, vying for power and control. We could say the same thing for our problematic pair of patriotic punks.
Okay they're not necessarily patriotic, but they each seem to identify with such a concept. An expatriate of the Balkan country of Vlatava, the originally equilibrium impaired villain who utilized his inner-ear device to cause vertigo upon his foes, Count Werner Vertigo sought to reclaim his family's stolen jewels from Star City. This brought him into conflict with Black Canary and then the Green Arrow of Earth-One repeatedly. This led to confrontations between Arrow and the Count in Vertigo's own patriarchal homeland!
He was not alone in the category of criminals trying to trip up the world's greatest archer. Over on Earth-Two, Titus J. Flagsmith was a humble flag-maker (Vertigo? Flagsmith? What is it with these rogues' last names imitating their notorious niche?) who became a haughty criminal mastermind after making a mistake when weaving to Moravian flag. Using various flags and flagpoles in his schemes, more than once he threw Green Arrow and his partner Speedy off balance. Then on his second foray into crime, the Flag was himself tripped up by his own country's flag!
