Daniel Patrick Cassidy was a special-effects designer and stuntman working on Hollywood movies, specifically for Vernor Brothers Studio. While working on the film Blue Devil, Cassidy was tasked with developing an exoskeleton costume he would then wear as the title character. While engaged in battling an extraterrestrial entity, exposure to chaotic radiation bonded Daniel's super-suit to his flesh, melding them into one and transforming him into the actual Blue Devil.
Hector Sanders Hall was the son of Carter and Shiera Hall, also known as the Hawkman and Hawkgirl of Earth-Two. Through his parent's research, Hector was able to incorporate nth metal into his solar powered armor, which granted him the power of flight as well as the ability to absorb and project solar energy, while protecting the armor’s wearer and enhancing his strength.
Cassidy as became a reluctant superhero and self-labeled weirdness magnet, protecting his home town of Los Angeles from a variety of costumed threats. During the course of his adventures, Blue Devil also made the acquaintance of various members of the Justice League of America, even aiding them during the Crisis on Infinite Earth.
Shortly after first donning the armor of Silver Scarab, Hall was accompanied by his girlfriend Lyta "Fury" Trevor, attempting to join their parents’ team the Justice Society of America. When their applications were rejected due to youth and inexperience, they along with four other offspring or protégées of the JSA joined Sylvester “Star-Spangled Kid” Pemberton’s Infinity, Inc. This new team were headquartered at Pemberton’s Stellar Studios in Los Angeles, and became west coast protectors while employed my a Hollywood movie studio.
Both Cassidy and Hall were engineering geniuses, designing mobile battle suits gave them superhuman strength, heat projecting and flight propulsion. Due to their exposure to insidious entities, Daniel and Hector ended up merging with their suits to become inhumanly powerful beings, with Blue Devil a part-time hero while Silver Scarab briefly became a villain.
