A powerful foe who faced the Legion of Super-Heroes in Earth-One's 20th century was Prince Evillo. The leader of the mysterious world Tartarus, he dispatched his evil henchmen of the Devils' Dozen consisting of four members to commit crimes, which led to a conflict between them and the Legion of Super-Heroes, a team led by founding member Saturn Girl.Evillo's cosmic twin, who quarreled with Earth-Two's Wonder Woman, was the Emperor of Saturn. Sometimes referred to as Emperor Mephisto, this sinister sovereign operated mostly from behind the scenes, dispatching a handful of muscular men and women along with Duke Saturno and Saturnette in attempts to enslave humanity on Earth.
Chief among these was Saturno... also known as Mephisto... who was an evil emissary of the Emperor in the early 1940's. As the politician and slave-master, Duke Saturno used his charm not for romance but for manipulation in order to procure the more prized female slaves from Earth-Two. This drew him into repeated conflict with Wonder Woman and her youthful allies of Holliday College on three early occasions and once more when he returned to seek revenge.
He was the polar opposite of his Earth-One cosmic twin, Rick Starr aka the Space Ranger, who sought to free his entire solar system... including his universe's Saturn... from all who would oppose its residents on all worlds. Plus, Starr unlike Saturno was a one-woman man, staying committed to girlfriend Myra Mason.
Each time Saturno ventured forth to Earth, a frequent ally of his was Eviless aka Saturnette. Unlike her Earth-One version, Irma Ardeen aka Saturn Girl, Saturnette was a thorn in the side of humanity... both as an agent of her homeworld and as the leader of Villany, Inc. She would be assisted by Hypnota and Serva, the latter against her will, when she bequeathed the turban clad temptress with mental abilities native to Saturn. As for Irma, she'd always be in opposition to other mental maidens of her world like Saturn Queen and Esper Lass, who as members of the Legion of Super-Villains opposed Ardeen's Legion of Super-Heroes.
