Everyone in Earth-Eight: Bald Bedevilers

Leader of Axis Amerika was the mysterious Ubermensch, a Nazi super-soldier created by his German masters to harness the massive abilities first embodied by Hugo Danner then later by Arn "Iron" Munro. And he has more than a passing resemblance to another bald baddie in an adjacent universe.

Lex Luthor, and his counterpart Alexie Luthor, bedeviled their Supermen on Earths One and Two for decades. Although primarily relying on their unrivaled intellect, occasionally they manifested superhuman powers to match their arch-foes' thanks to various devices, such as Alexie's powerstone and Lex's powersuit.

While himself not much in the way of a genius level madman, Ubermensch was a tactical stalwart who kept his Axis Amerika in line and may well have developed further intellect to match his physique as latent exposure to the Danner treatment may have had a cumulative effect on his cranium over time. He had Lex's baldness, and Alexie's European roots.

How, though, can we say with certainty that this hero originated on Earth-Eight? Well, writer Roy Thomas mentioned how the Young All-Stars absorbed the energy left over by heroes that ceased to exist during the 1940's, including the the Luthors. It was revealed during the Infinite Crisis by Alex Luthor of Earth-Three that the potential Earth-Eight was where all remaining characters originated that had not previously appeared on former Earths known as Earth-One, Two, Four, S or X. Their adventures on that merged post-Crisis Earth would have mirrored those on Earth-Eight.
