Van Kaliban was a genius in the fields of theatrics and special effects. Motivated by pure greed, Kaliban used his position as an architectural draftsman to design Gotham City's maximum security prison equipped with secret passages that Van would use to free select prisoners... for a price! His special robed garment included smoke to make him appear to vanish, a balloon in his image that floated, and hypnosis to disorient foes.
The Human Key began a crimewave using his skills with keys and locks. In reality, he was forced by a gang into assuming his costumed career. Paul Bodin was formerly an escape artist and master locksmith whose daughter was held hostage by the crooks until he completed a series of tasks. However, his repeated duels with two Justice Socialites…Batman and Robin… succeeded in stopping their wicked activities while freeing his daughter, whereby she was returned to her now exonerated father.
Despite these tools, the Earth-One Batman was able to track the Spook down through the tunnels of Gotham's abandoned underground railway system into an abandoned control center the criminal was utilizing. The Spook would return in the company of other criminals, for a rematch with Batman.
As for the Human Key and his gang, their careers was finished after this caper. However, another cloaked crook named the Mist had clashed in the 1940s with another Dark Knight, the Starman, which correlated with the Spook’s other tales.
