Funky Flashman of Earth-One was a conman who was under the employee of Colonel Mockingbird, who passed away leaving his remaining fortune to his fiendish friend. Finding his regular allowance installments dwindling, Flashman decided to offer his services as a manager of the escape artist performer known as Mister Miracle. After seeing the young man display his awesome abilities, Funky asked Miracle his secret, which the las revealed was his alien Mother Box portable computer. During commotion caused by a battle between the Female Furies and his new clients, Scott Free who was Miracle and his girl Big Barda, Flashman attempted stealing the device but discarded it when unable to activate it. Leaving these dangerous potential clients behind, Flashman sought a bigger score to grab him wealth and fame, which came to the notice of Free's wicked step-father Darkseid of Apokolips.
Charley Halstead of Earrh-Two was a linotyper for the Daily Courier who became discouraged at his lack of success in life. Employing schemes based on several human emotions, Halstead as the original Psycho-Pirate was able to manipulated both criminals and his eventually nemesis the Justice Society of America. When the Society defeated him, Halstead was locked in prison, but soon thereafter returned for two more schemes in subsequent years that led him once more toward battling the Society, including returning member Green Lantern. Eventually, he was caught as "William Wilson" when utilizing his will upon unsuspecting victims in his sinister schemes. Halstead was sent to prisons for decades. However, he knew of the existence of the Medusa Masks that could literally manipulated minds, but was to old himself to utilize them.
So, the aged man recruited his cellmate Roger Hayden into locating these masks once he was paroled from prison, and seek revenge versus the Society. Having battled various members of that heroic team as the new Psycho-Pirate, Halstead's research guided Hayden to locate the Medusa Masks allowing him to control emotions through force of will and facial expressions.
Funky finally found a fleeting fortune amid felons when he helped found Darkseid's Secret Society of Supee-Villains. Through different incarnations, Flashman provided the business front for this illegitimate business first led by the Manhunter, then Lex Luthor, Gorilla Grodd and the Wizard of Earth-Two. Through it all, Flashman was secretly aiding Wizard's quest in obtaining various objects of power, at which point the villain abandoned Flashman by exiling him from the Society.
While Wizard brought a contingent of Super-Villains to his home world, in order to battle the Justice Society which both he and Halstead were frequent foes of, Funky swore vengeance on the Villains. However, as Funky Flashman never reappeared, it seems he felt such an effort wasn't worth it.
