Weather Wizard and White Wizard, two jump suit clad super villains who sought to facilitate their greedy gains with their golden gadgets.
Mark Mardon gained access to the miraculous weather wand invented by his brother Clyde, who passed away before he could use it himself. This wand allowed its possessor the ability to project lightning bolts, create wind gusts, and summon storm clouds. As Weather Wizard, Mardon became a recurring adversary of the Flash in Earth-One's Central City, using the wand to harness rain, lightning, winds and other effects versus his foe.
The unidentified man who became White Wizard first appeared as the criminal mastermind behind some similarly clad stooges. Each of them came equipped tridents that emitted blinding flashes of light that disoriented his adversaries. Seeking to enslave the population of his city, the Wizard ran afoul of the costumed crusader of Earth-Two known as Invisible Hood.
Weather Wizard eventually branched out to battle Batman, Aquaman, Superman and other Justice Leaguers. In fact, he was a long standing member of Flash's Rogues Gallery, with which he developed a grudging rapport with his fellow felons. His mastery of the wand led to his ability to even mentally control it from a distance, although this didn't lead to any successes in his schemes.
White Wizard reappeared and obsessed with Invisible Hood, seeking to steal his special suit. When this tactic, he retreated into reclusion. Even after the Hood journey to Earth-X, perishing there, the Wizard never resumed his career using that alias, although he possibly still terrorized Metropolis where he and the Hood faced off twice, which meant he would've come into conflict with Superman.
