Weather Wizard and White Wizard, two jump suit clad super villains who sought to satisfy their greedy gains with their sinister sticks.
Mark Mardon gained access to the miraculous weather wand invented by his brother Clyde, who passed away before he could use it himself. This wand allowed its possessor the ability to project lightning bolts, create wind gusts, and summon storm clouds. As Weather Wizard, Mardon became a recurring adversary of the Flash in Earth-One's Central City, using the wand to harness rain, lightning, winds and other foul weather.
Hans Heinrich Gootsden was a master engineer working directly under Adolph Hitler for Nazi Germany during the early days of World War II. Initially sent to the United States to subvert its government and commercial system, he assumed the alias of White Wizard. In this identity, Gootsden first appeared as simply a criminal mastermind leading similarly clad stooges. Each of them came equipped tridents that discharged bursts of lightning. Seeking to enslave the population of his city, the Wizard ran afoul of the costumed crusader of Earth-Two known as Invisible Hood.
Weather Wizard eventually branched out to battle Batman, Aquaman, Superman and other Justice Leaguers. In fact, he was a long standing member of Flash's Rogues Gallery, with which he developed a grudging rapport with his fellow felons. His mastery of the wand led to his ability to even mentally control it from a distance, although this didn't lead to any successes in his schemes.
White Wizard reappeared and sought to steal the chemical process that made Invisible Hood’s cloak undetectable. When this tactic ultimately failed, he retreated into reclusion. Months later, Gootsden returned to Germany and used his lightning based technology to develop a trans-dimensional device to advance the Nazi cause. Through this gadgetry, he was able to project black lightning bolts into the alternate Earth-S universe, pulling Captain Marvel to Hans' world. Sending Marvel and, later the rest of the Marvel Family, versus the Justice Society as mind-controlled agents including the Flash, Batman, Superman and others. Soon after, Gootsden devised a scheme to send the Justice Society members in to space exiled in rockets. However, the heroes returned to their home planet and finally incarcerated Gootsden for good!
