Among the many and diverse adversaries that faced Robby Reed, the original owner of the H-Dial, was the mysterious Doctor Cyclops. Somehow possessing a single eye through which he is able to harness incredible powers while wearing special stylized googles, Cyclops went on a crime spree in the town of Littleville Colorado which attracted the attention of Reed and his crime fighting alter egos.
As the superheroes known as Rip-Tide, Super Nova and Super Robot... Robby repeatedly attempted to apprehend the criminal scientist. It was during his third attempt that Reed was successful, leading to Cyclops' incarceration. It was alleged that the Doctor resumed his crooked career years later allied with various sinister scientists. Despite having various abilities with his technology and apparent inherent powers, Doctor Cyclops was unable to capitalize on these capabilities.
His counterpart was a man known as the Gorrah, leader of the fabled Sealed City. When his kingdom was captured by a one-eyed mental manipulator impersonating his Gorrah identity, it was left to American adventurers Tex Thompson and Bob Daley to aid the real Gorrah in liberating his secluded city. Once restoring good Gorrah to his rightful position, Tex and Bob left for America. So too would the evil Gorrah!
As for the malevolent Gorrah's true Earth-One counterpart, this was the sinister scientist known as Professor Ojo. The son of prominent atomic scientist Manuel Ojo, whose father's exposure to atomic radiation contaminating his genes resulting in his son being born without an eye. Besides, this, the future Professor inherited something else from his father, his intellect. Devising a cybernetic eye, Ojo sought to rid the world of atomic energy through terrorist networks. This brought him into conflict with first Richard Dragon and Benjamin Turner, which led to his defeat. Nevertheless, Ojo would return later.
The Gorrah, not the Sealed City ruler but his evil one-eyed twin, hatched further schemes in Turkey and North America, which incurred repeat engagements versus Tex and Bob. In their final confrontation, this time with Tex using his Mister America costumes identity, the Gorrah perishes from his own bomb.
The dynamic duo of Green Lantern and Green Arrow of Earth-One. With his floating eye, he could send it after his prey as it projects heat blasts, magnetic pulses and crippling darkness towards his adversaries. Seeking an ally to help him combat the pair of Justice Leaguers, the Professor recruited the brilliant but unstable Crumbler to assist him in his schemes. Despite this, Ojo once more found only failure, this time resulting in his retirement from his criminal pursuits.
