Boris was the missing eighth member of the Blackhawk Squadron, which consisted of their leader along with Andre, Chuck, Henrickson, Olaf, Stanislaus and Chop-Chop. Each member originated in a different country that had each been displaced by the Axis Powers during World War II. As to Boris' home nation, that was Russia, then part of the Soviet Union. Early on in the career of the Squadron, Boris mysteriously disappeared. What became of the Earth-Two version is unknown, although perhaps similar to his Earth-One cosmic twin. That twin became Anti-Man,
During a mission in Angola, Boris had been separated from his compatriots, and presumed dead. In fact, he had been mutated into his superpowered form, and was consumed with revenge over his former teammates having unknowingly abandoning him.
Despite possession potent powers, Anti-Man still lost to the combined might of the modern day Blackhawks, and finally found the death so long denied him. If, in fact, a similar event transpired with his Earth-Two counterpart, that Boris didn't seek out his Squadron. Perhaps, the Earth-One version, he simply couldn't locate the sensational seven... as they ventured to a third Earth.
Those Earth-Two Blackhawks had indeed disappeared on April 1, 1942, recruited by Uncle Sam along with several members of the All-Star Squadron to join him in fighting the Axis Powers on Earth-X. That world did not currently have superheroes nor mystery men, as they were then called, and so these All-Stars turned Freedom Fighters traveled there to protect that world.
However, at some point between that spring day in 1942 and the late summer date of September 19, 1944, the Blackhawks had returned to the planet of their birth. It would seem that their travel back there was unexpected, as Sam referred to the Blackhawks as among those Freedom Fighters who had perished. However, like Plastic Man (who during a cosmic Convergence event, actually moved to Earth-Twelve to start a family), the Blackhawks simply traveled through the Multiverse.
On this date, both the Blackhawks and Earth-Two's Batman were on the trail of German Nazi Captain Hauptmann and his "Ice Station Alpha". During the conclusion of this tale, Batman expressed the desire to once again work alongside this Squadron. And further tales of these Blackhawks would be chronicled throughout the remainder of the 1940's until the mid 1950's. Yet still no sign of their world's Boris.
