Both the Teen Titans and the Blue Boys faced their fair share of foes, some costumed and fancy, most plainclothed and routine. There were a few flashy fiends whom the fearless friends faced and foiled. These were the Flamesplasher Twins and the Flare, working for crooked district attorneys. And these villains main opponents were a pair of horn tooting musicians.
Two-Face recruited three pairs of twins to battle the Teen Titans of Earth-One with his goal to have one set of these supervillians to steal authentic valuable items, while the other trio steal copies of them. A former district attorney, Harvey Dent like his counterpart Harvey Kent was a recurring nemesis of Batman. However, this time is was his enemy's sidekick Robin... along with that lad's Teen Titan teammates... that stymied his plans. During this confrontation, Dent met his supposed daughter Duela "Harlequin" Dent, while his minions were each defeated by the Titans... as would he. The Flamesplasher Twins, one with a flame gun and another with a water gun, sought revenged against the Titans. However, it was the last remaining Titan, Mal Duncan aka Guardian, who with the Newsboy Legion defeated him. This time without his fabled horn.
The Flare was a recurring adversary of the Blue Boys of Earth-Two, using his pyro-pistol to shot flames at his foes. On three occasions, the Boys along with their leader, the horn-carrying Little Boy Blue, found a way to overpower and/or outsmart the Flare. In their last battle, the Flare disguised one of his henchmen into becoming a twin of District Attorney Rogers, father of Little Boy Blue, with the goal of discrediting the man. When he once more failed, the Flare apparently retired from crime.
