The Darklights of Earth-One were, like Night and Fog of Earth-Two, sinister siblings sent into battle versus several superheroes, although their agenda was much more insidious.
Fog and Night were a brother and sister team, he with the ability to create a dense fog and she capable of projecting deep darkness. Sent by their Nazi overlords to either pursuade steel magnate Ed Reilly towards to German cause or to assassinate him, they ended up encountering Reilly's daughter Firebrand and her fellow All-Stars Hourman, Phantom Lady and Tarantula. Once they ensured Reilly's death following his deviance at theiur demands, the siblings fled the scene given their opponents' powers and their numerical advantage over them.
The Darklights were a pair of identical twin sisters, one with the ability to irradiate blinding light and the other to emit deep darkness. Sent by the criminal Two-Face to preoccupy the Teen Titans with a series of crimes involving twin costumed crooks... the other two pairs being the Flamesplasher twins and the Sizematic twins... each Darklight individually seemed capable of disorienting their adversaries successfully.
However, when brought together, the Darklights as well as their other confederates were tricked into canceling each other out. Luring each set of twin into inadvertently attacking their brother or sister, all six supervillians were defeated. This was but a distraction to keep the Titans from protecting their new member Harlequin, whom Two-Face sought to capture. Obsessed with learning the truth about this woman, who's claimed secret identity of Duela Dent was alleged to be the daughter of Harvey "Two-Face" Dent, he like his henchmen and henchwoman failed in the end.
Whether the Darklights or Night and Fog returned later to resume their grudge matches with the Teen Titans and All-Star Squadron has yet to be documented, as well as the actual procedures which gave them their powers and their deviant dispositions.
