According to Wikipedia: "Quebec is one of the thirteen provinces and territories of Canada. It is the largest province by area and the second-largest by population. Much of the population lives in urban areas along the St. Lawrence River, between the most populous city, Montreal, and the provincial capital, Quebec City. Located in Central Canada, the province shares land borders with Ontario to the west, Newfoundland and Labrador to the northeast, New Brunswick to the southeast, and a coastal border with Nunavut; in the south it borders Maine, New Hampshire, Vermont, and New York in the United States."
The Quebec Sovereignty Movement began in the 1960s, and was stirred on by a visit to this Canadian province by French president Charles de Gaulle who proclaimed in a speech while there: "Vive le Québec libre!" However, when the prominent with the establishment of the Parti Québécois, with a main platform being Quebec's national independence. However, when they came into power in 1976, they renounced this intention... at least on most Earths.
On Earth-One, Quebec was still a part of Canada. A young woman named Bette Sans Souci adopted the alias of Plastique, and worked with confederate terrorists to fight for Quebec's independence, using weaponry and later synthetic implants to generate explosive energy. Attacking a prominent New York City newspaper opposed to her movement, Plastique found herself in conflict with Firestorm. A return clash between the two, this time with Bette allied with the cold-generating Killer Frost, led to the same result.. once more defeated by the Nuclear Man.
On Earth-Two in 1977, the situation was very different, as another young woman named Ms. Mille chairing a woman's conference in Montreal, within the nation of Quebec. Attempting to united females from around the world, using an experimental universal translator, she incurred the wrath of male terrorists. The intervention of Justice Society members the Flash, Doctor Fate and the Huntress were able to save the conference attendees.
