Stinagree was the clandestine leader of the criminal organization known as Cyclops. When his engagement to Urania Blackwell, he focused his plans on drowning the Netherlands. While setting up his sinister scheme, Urania allowed her government employers to transform her using the Orb of Ra into Element Girl, at which point she sought out adventurer Rex Mason aka Metamorpho who like her had elemental powers and and inhuman appearance. To that end, she ended up disrupting the wedding ceremony of Rex and his fiancee Sapphire Stagg, causing a rivalry between the two ladies for the hand of Mason and his alter ego.
Scorpion was originally a gang leader wearing a green and yellow costume who planned various sinister schemes, stealing from charity events. During one of these, he first encountered the Vigilante. After evading the Cowboy Crooner, Scorpion next launched an against Metropolis’ China Town, which brought the young sidekick Stuff to partner once again with Vigilante. Although using knockout gas to disable and disorient the pair of heroes after Scorpion led them into a trap, the dynamic duo escaped and confronted Scorpion one final time. Vigilante and Scorpion struggled as they each fell over a bridge, with only Vigilante alive as Scorpion was presumed dead.
