The first adversary of Creeper was the Gotham City based crimelord Angel Devlin, who alongside his two henchmen in masquerade costumes during Ryder's origin tale. He would return years later and once more clash with the costumed crusader who had defeated him, resulting in a similar conclusion to his latest caper.
Devlin would be overshadowed by a more prolific and proficient false faced felon in the Proteus aka Rip Cord who bedeviled both his former roommate Jack Ryder and the reporter’s alter ego, even pretending to be Creeper in order to frame him. Ryder in turn pretended to be a common crook on one occasion when not in his costume.
Another crimelord clad in a mask partitioned into two faces was the criminal known as 50-50 who played games of chance and battled the Robin of Earth-Two during the late 1940s. He was one of a spate of copycats in Gotham City during this period attempting to copy the modus operandi of Harvey Kent, formerly the golden age Two-Face.
Other contemporary crooked cronies of 50-50 included Wilkins, Paul Sloane, George Blake... although they stuck to a direct copy of Two-Face rather than presenting an homage to him by their appearance and actions.
