Patricia Powell and Shirley Holmes were each born into families wherein their fathers were prominent police detectives of Gotham City. While one was accepted into the ranks of the police force, the other was not. Yet, both women were determined to carry on the crimefighting tradition of their sires.
Patricia was made the first policewoman of Gotham City on Earth-One, and alongside her father Detective Mike Powell, began investigating a series of crimes that transpired in her community. It was during these two cases that she encountered Batman, whom she assisted in capturing the crooks they were both pursuing. However, Powell was distracted by her attraction to wealthy businessman Bruce Wayne, whom she had met on a few previous occasions while she was masked. Ironically, it was while herself unmasked that she interacted with the masked Wayne in his Batman identity. While they eventually met face to face, no romance was pursued by either party, and she ended up disappearing from Gotham shortly thereafter.
Shirley was made the first policewoman of Gotham City on Earth-Two, and after an incident where she proved her fearless tenacity and skill in front of Bruce Wayne's butler Alfred Beagle, she came to attention of Bruce's alter ego as well. Seeking to uncover a large racket in the city, Batman along with Robin enlisted Shirley into adopting an alias as "Oyster" Annie, in order to infilitrate the racketering mob. Although her cover was blown and she was held captive, she and the Dynamic Duo eventually brought the criminals to justice. If there was any romantic encounters between Shirley and Bruce after this, so far this has been unchronicled. It is also assumed that Shirley's parentage ultimately led to an honorary member of London's police, a certain man named Sherlock!
Ironically, while the Batman of Earth-One never had a romantic relationship with Patricia of his world, he briefly engaged in one with a lookalike of hers in Dinah Lance aka Black Canary, shortly after she moved over to his world from Earth-Two. But this Dinah Lance, implanted with memories of her mother the original Black Canary, eventually bonded with their fellow Justice Leaguer Green Arrow instead. Like Patricia and Shirley, both Dinahs... mother and daughter... were proud torchbearers to the heroic legacy of the elder Dinah's father, himself a member of Gotham City's police force.
