Jax-Ur was a renegade scientist originally of Krypton-One. Seeking to utilize rockets from his planetary space counsel in order to conquer his world, he inadvertently sent one such rocket to the moon of Wegthor, destroying both it and its settlers. Banished for an eternity in the penal prison plane known as the Phantom Zone, Jax-Ur and several other prisoners survived their world's destruction, and sought vengeance on their jailer Jor-El's son Kal-El who grew up on Earth-One as Superman. Over the centuries within the Zone, Jax-Ur developed enmity with Kal-El's ally Lar "Mon-El" Gand, kept in the Zone until a cure was found for his fatal lead poisoned condition.
Zator, a dutiful disciple of his realm's ruling counsel known as the Seven. When he disobeyed them by saving two infants known as Richard Occult and Rose Psychic, he was tasked with training them which helped them to develop their powers and return to their native world of Earth-Two.
Jax-Ur on on occasion assisted Superman in defeating the alien Black Zero, who was instrumental in the destruction of Krypton. Zator recruited Occult on one occasion, granting him a superhero costume with equipment in order to assist him in beat the alien invader known as Koth.
Both Jax-Ur and Zator could transform into phantoms, lift great object by simply willing themselves to do so, exerted force of mind abilities, wore a bald hairstyle with mustache adequately, and loved green and yellow garb. While having minds of their own, there was inherent nobility and rebellious in both men although one was selfish and the other selfless.
