Okay, we know whom the Fastest Men Alive are... Barry Allen the Flash and Jay Garrick the Flash from Earths One and Two, respectively. And the second fastest would have to be Wally West and Johnny Chambers, better known as Kid Flash and Johnny Quick.
Each clad in red and yellow... interestingly their color schemes are almost inverted from one another.
These twin lads had scores of tales on their own and alongside fellow costumed crusaders. Alongside each Flash, this pair were able to strut their stuff at superspeed giving their more famous contemporaries a run for their money.

Each young man had a fiery temperament at times and each loved dating blonde gals that emitted energy (Magenta and Liberty Belle).
Both joined heroic teams known as the Teen Titans and All-Star Squadron, and while Kid Flash was the Barry's sidekick Johnny was a sometime partner of Jay in mutual cases. Quick would establish himself as more of an independent superhero, since he was nearly the same age as Garrick, while Kid Flash would become the Flash once he became an adult and Barry perished during the Crisis on Infinite Earths.
Both Kid and Quick later aided the respective Flashs on the same case, as each were influenced by that machinations of the dimensionally trapped Gorilla Grodd. However, unlike the Flash's, neither Wally nor Johnny pierced the dimensional barrier to encounter one another... perhaps due to the fact that they may have been unaware with the other's existence. Regardless, had they have ran side-by-side in some undocumented adventure, no doubt their similarities would've been made manifest very quickly.
As far as is known, however, the two never directly met until the Crisis on Infinite Earths brought heroes from both worlds together to battle assembled villains such as Grodd and even greater dangers that threatened the Multiverse!
