Mark Shaw and his counterpart were each motivated by a lust for power and wealth. For Shaw, he adopted an alias of what is called "a pirate with papers", as the Privateer following another costumed crusade which left him disillusioned, when he battled his Hal "Green Lantern" Jordan and the Justice League of America in behalf of aliens.
His cosmic twin a unverse away also had an insatiable lust for wealth and power. Thus, he adopted the alter ego of Sky Pirate which led him into a couple of encounters with Alan "Green Lantern" Scott and, later, the All-Star Squadron in behalf of Per Degaton.
Each man was a master of swordsplay, and each modeled their criminal careers after plunderers of old. Privateer possessed an energy-blasting baton, Sky Pirate a gas-emitting revolver.
Initially Mark Shaw was a promising public defender recruited by the intergalactic Manhunter robot clan to be their agent. When the time was right, he was sent to capture Green Lantern under false premises to set in motion a plan to unseat the Green Lantern Corps and their masters, the Guardians of Universe. However, when all was revealed Shaw aided Lantern and his fellow Justice Leaguers against the vigilante clan while in the Himalayas. Adopting the alias of the Privateer, Shaw feigned friendship with the League until he manipulated matters through their former mascot, Snapper Carr and fellow criminal the Key. Now using a third identity as Star Tsar, he attacked the League and was quickly defeated. His heroic career short lived, after this humiliation he retreated into obscurity.
On Earth-Two, an unnamed inventor possessing a fear of the ground adopted the alias as Sky Pirate. Intent on using his vessel the Flying Dutchman along with an army of crooks and specialized gas guns, Pirate began a crime spree of Gotham City until he attracted the attention of Green Lantern. After two battles with the emerald gladiator, the second atop the Himalayas which Pirate led his foe to under the identity of Doctor Ticky, he was finally imprisoned for a lengthy term. However, he was freed by time traveler Per Degaton for one last foray against Lantern and his heroic allies. Despite obtained down draft technology and anti-gravity metal (Hawkman's nth metal?) he was unable to vanquish his opponent. He was nevermore seen and apparently retired into anonymity.
