Mark Mandrill was an aspiring alchemist who mixed various chemicals into what he labeled Mentachem. This mixture allowed him to mentally dominate any substance in its natural state, enabling him to shrink, expand and animate them as he willed. Creating an alter ego of the Matter Master, Mandrill sought to become a superb supervillain. Instead, he faced repetitive defeat at the hands of his perpetual foes Hawkman and Hawkgirl. Later, Mandrill battled the Justice League, and inadvertently created the teenage titan known as Golden Eagle. On another occasion, he tangled with the turbaned troubleshooter Sargon whom he tried to manipulate, although his mental powers had a limited effect on the hero leading to his defeat once more. This wasn't the red bearded bad guy to face a pair of Winged Warriors.
On Earth-Two, there was the wealthy Anton Hastor. A brilliant scientist in all things electrical related, he devised an electro-magnetic generator with which he attempted to bend the will of a city towards his blackmailing threats. Instead, Carter Hall in his winged identity as Hawkman dealt him a seemingly fatal blow after two battles.
However, Anton survived and joined a Brain Trust which created the Brotherhood of the Electron, piloting a pseudo-alien vessel with the goal of united the world against a common threat. Instead, Hastor attempted to solidify his conquest of the entire globe. Once more facing Hawkman along with his partner Hawkgirl, Hastor this time came equipped with a device that channeled the combined mental energy of scores of captured scientists. Yet despite this, and even with the aid of his ancestor Hath-Set, Hastor was still defeated when the Hawks joined forces to overpower him mentally. This confrontation rendered Hastor in a comatose state.
