Undoubtedly, the early arch-enemies of the Wonder Women were Paula Von Gunta and Paula Von Gunther. While Von Gunther had nine separate confrontations versus the Amazing Amazon of Earth-Two, Von Gunta only had three individual clashes with her Princess Diana. Once both Paulas reformed and moved to Paradise Island to become the Amazons most prolific resident scientists, their void of villany had to be filled.
And it was, by the evil Doctor Cylvia Cyber and Mavis, both possessing ruthless cunning that made them more than a match for their adversaries. While Cyber had her own spy network non-affiliated with Von Gunta’s and faced her enemy twelve times, Mavis inherited her former mistress Von Gunther’s organization which aided in her two separate schemes.
The true identity of Doctor Cyber is unknown, and the early lives of both Cyber and Mavis are undocumented. Yet their agendas were eerily similar, domination through the use of manipulation and advanced technology, commanding armies of devotees. Each villainesses concealed themselves in elegant gowns, yet beneath that veneer of surface level beauty belied an ugly interior, eventually costing them their appearance.
In fact, Cyber blamed Diana Prince for the loss of her facial features in a previous confontation, obsessing on regaining her lost beauty by transplanting her brain in the body of her arch-enemy. While Mavis never outright lost her own beauty, she did seemingly lose her life during her second solo confrontation with Wonder Woman, due to her own ego.
Eventually, Doctor Cyber devised an advanced armor including a mask which enhanced her physical abilities to near superhuman levels, while equipping herself with deadly weaponry to use against all whom she despised.

As for Mavis, after her initial scheme to attain revenge against her former mistress Paula Von Gunther (of whom she was Paula's primary henchwoman during her several battles with Wonder Woman) by kidnapping Paula's daughter Gerta, both she and Gerta were reclaiimed by Wonder Woman and brought back to Paradise Island. Following her escape from the island, Mavis hatched a new plan, mentally commanding Wonder Woman to unleash her powers which she thought would discredit her enemy. Instead, in blinding rage and temporary insanity, Wonder Woman struck Mavis... seemingly killing her, as she never returned!
