Quality Comics in 1940 to 1942 created their own batch of second class heroes with a similar disposition to the Force. Stormy Foster the Great Defender, himself of beefcake strongman self-medicated with special vitamins; Margo the manipulator of matter, USA who had her own flame wielding torch, Rusty Ryan who himself had a following of like-clad youths to aid him in battle, and the Ghost of Flanders who gave off sparks with his fists. These individuals' adventures totaled the number of Outsider tales that were told.
While the Force of July battled the Outsiders once prior to the Crisis, and then disappeared from whence they came, these forgotten five themselves vanished amidst the crisis of World War II. How do we know they existed on Earth-Two rather than Earth-X? When they were operating, there were no heroes on Earth-X with most of the Quality heroes having lived on Earth-Two, according to Uncle Sam during his initial visit to that world. Hence they are from and remained on a world where the All-Star Squadron made a name by claiming virtually all heroes, save these few. And the Force? Geo-Force, Black Lightning, Metamorpho, Katana and Halo beat them badly (although they would've appeared later in Markovia under the employ of Baron Bedlam had Earth-One continued).
