On Earth-One, Silver Fog had a less ignoble reason for his criminal career, attempting to find the tools to reverse the process caused by his particle accelerator that transformed him into a human mist. First facing new teen heroes Doomster and the Grasshopper, the temporary aliases of teenagers Christopher King and Victoria Grant, Toth retreated to plan anew, now realizing he would have obstacles in his path to his goals.
Shortly thereafter his second confrontation with these young superheroes from Fairfax, Silver Fog faced the pair who power dialed into the heroes known as Captain Electron and Windsong. It was Electron whose charged blast helped Silver Fog to control his being. Having found a cure, Toth turned himself over to the authorities to pay for his crimes.
Fog was unaware that the four costumes crusaders he has encountered were granted their alter egos and abilities from twin H-Dials, Chris’ watch and Vicki’s locket. These devices granted those wearing them with superhuman powers for one hour at a time. Fog’s doppelgänger on Earth-Two, the Mist, would likewise face a pair of superheroes granted powers from the Cosmic Rod and a miniature Quasar Rod.
The Mist was originally a scientist who through his invisio-solution transformed into an invisible criminal. As a foe of the Gravity Rod powered Starman, Mist also used his formula to hypnotically control his prey. Despite these advantages, both time he faced Starman, his schemes were thwarted. Then something strange happened.
Eventually, the Mist invisio-solution began to mutate his body, allowing him to transform into a gaseous entity. Reappearing in the mid-1960s, the Mist had a rematch with his old foe and Starman's Justice Society teammate Black Canary. In order to assist Canary versus their mutual foe, Starman designed for her a miniature Quasar Rod. Confronted with these two cosmic crusaders, the Mist lost and was incarcerated for decades .
Years later, Mist joined the Secret Society of Super-Villains in an effort to conquer Earth-Two by exiling the Justice Society and Justice League into interdimensional Limbo. When their plot failed, Mist and his cronies were then left in Limbo, until later recalled to their native world to battle the All-Star Squadron back in the 1940s. Still, he failed again and again.
