Mysterious madmen maneuver malevolent minions methodically. Well, the men in question are the mysterious Brain with his arch ape Monsieur Mallah and their shape-shifting ally Madame Rouge from Earth-One, as well as their counterparts the insane Jason Rogers who possessed a disembodied brain attached to the bestial body of the Monster along with the shape-shifting siren Princess Helene.
These scheming terrifying triads came to the attention of the Doom Patrol as well as the members of the All-Star Squadron and Justice Society. But what was the secret behind these vile villains? How did they mirror one another? Indeed, who were these mysterious miscreants?
Turns out the Brain was a former French scientist whose body perished but his brain was preserved thanks to the timely operation of Mallah, a mentally augmented gorilla that had served him for years prior to the death of his body, and formed Earth-One's Brotherhood of Evil to do his bidding as a sinister syndicate across the globe!
The counterpart of that sinister syndicate was Mister Mind's Monster Society of Evil on Earth-Two. As for the Monster, he only allied briefly with Per Degaton’s time-traveling team of supervillains. The Monster and his twin brother Jason each took turns controlling his body, with Jason being the dominant persona until evil impulses caused the disembodied mind of his twin (who had never developed a body of his own) to transform Roger's body into the bestial physical form into that of the Monster. Like Monsieur Mallah, Monster had both massive strength, vast intellectual capabilities and inhuman features.
While the Brain recruited various criminals to form his Brotherhood of Evil, all freaks like himself and his ape assistant, Mister Mind sought out various adversaries of the Justice Society of America whom he despised for a perceived slight.
French actress Laura DeMille was brainwashed and then operated on by the Brain into becoming the Madame Rouge. Shortly therafter, the Brain gave DeMille the ability to alter her features as well as elasticize her body.
DeMille would ultimately aid the Doom Patrol as she fell in love with its leader Niles Caulder, then betray both the Patrol and the Brotherhood. After Niles and the Patrols death, she attempted to conquer an African country and finally met permanent defeat when she perished while battling the New Teen Titans, Robotman and a new Brotherhood.
DeVille's counterpart on Earth-Two was Kathe Rogers, the ex-wife of Jason Rogers, who experienced trauma upon discovering her existence ex-husband's body-less twin brother the Monster. This event fragmented her fragile psyche, unleashing an evil alter persona while causing the “death” of Kathe Rogers. Now assuming the identity of Princess Helene, she moved to Crete and involved herself with a local dictator. Together, the pair hatched a scheme to conquer a latin america country, using special liquids which could alter men's mental and physical appearance. Helene suffered defeat at the hands another doomed Patrol, composed of Fred, Pedro and Slim.
After this loss, Helene retreated to Keystone City in the United States, using a variation of the liquid to transform men into various animal forms. This time, she was opposed by the Flash, and while seeking escape capture from the Scarlet Speedster, she ended up transforming herself into a black widow that was then crushed by one of her animal minions.
Similar villains in the Monster Society of Evil on Earth-Two filled the void as to disembodied brains like Mister Mind and shape-shifters Mister Who. Eventually both the Brotherhood and Society fragmented with the Brain and Mallah forming a new incarnation of their team with four powerful pawns, while the Monster was later employed by Per Degaton into a new assemblage of time tossed tyrants in the early 1940's who battled the All-Star Squadron during their initial formation.
