

While the Star-Tzar brand had already been worn by a few blokes, specially former Justice League surrogate Snapper Lucius Carr and then Manhunter-turned Privateer aka Mark Shaw, a third man adopted the power and prestige that was Star-Tzar, such as it was. Richard Rigel, an assistant at S.T.A.R. Labs, absconded with the costume and device from Carr and used them to initiate a crime spree on...yes you guessed it... Star City!
On the parallel planet of Earth-Two, John Centaur was a superstitious crime lord who decided to adopt the identity of Sagitarius, a constellation of stars perceived as a centaur with a bow. Using an arbalest while riding horseback, Centaur has a brief criminal career in his blue jumpsuit. Nevertheless, both he and Rigel are caught by their respective Green Arrow thanks to a smoke arrow impeding the stellar absorption properties of Star-Tzar's suit, and a flaming arrow to startle Sagitarius' steed. And thus ends the mercifully brief careers of these sinister stars.
