Artist Albrecht Raines supplemented his artistic career by counterfeiting currency, until his work was tracked by the Battling Bowmen due to its bad coloring. Seeking revenge, Raines became the Rainbow Archer and led his gang in a crime wave using multiple colored arrows in his quiver, except green of course. While throwing his foes off his trail on a couple encounters, until his lack of an actual green arrow led to his capture.

The unnamed crook who was to become the Black Arrow armed his gang and himself with specialty arrows which he used in a couple duels with Green Arrow and Speedy of Earth-Two. Eventually, Black Arrow was cornered thanks to the superior archery skills of his opponent. His counterpart returned for another battle against Earth-One's now bearded Green Arrow, though it was evident that time didn't increase Raine's skills.
