Johnny Witts was the "Crime Boss Who Was Always One Step Ahead of Batman". Okay, so there was never a "Johnny Witts #1" hence he wasn't always one step ahead of Bats. After initially being captures by the Dynamic Duo, Johnny returns as a fake Swami who can't foresee his own defeat. After this, he is one of several villains in Gotham who inexplicably help Batman avoid deathtraps laid out by a new crime Syndicate... perhaps he relished matching wits with his foe some more in future meetings.. of which he returned once more to challenge the assembled Super Friends including Batman and Robin. Once more, he failed to live up to his billing.
Perhaps a more successful nuisance is the golden age Batman's foil, Ally Babble. A talkative lout who causes disturbances though not necessarily crimes, Babble initially removes several of a millionaire's pet peeves, until he becomes one himself! His second outing versus the Dynamic Duo involves him fulfilling a fortune from a madame rather than swami, although as with Witts this was simply guessing at future events which Ally tries to make happen. His last goal is met, making friends happy, when he loses his voice. And mercifully fades away... until now...
