Crazy Quilt was the moniker used by two criminals on parallel planets, using bizarre colors and paintings in their crime waves.
On Earth-Two, Quilt was an amateur painter and professional thief who was blinded. Using various forms of technology to compensate for this affliction, including helmets that projected garish colored lights, this thief as Crazy Quilt five times fought the Boy Commandos. Later he battled Sandmen then suddenly shifted over to Earth-One when the Anti-Matter Man caused a rift between both Earths, and then fought that world's Hawkman.
His Earth-One counterpart whose secret identity was revealed as being Paul Dekker was a fence and antiquarian who adopted the motif of Crazy Quilt three years prior with a similar bright array of colors in his clothing. He clashed with the Blackhawks, where he was sent to prison indefinitely.
Seeing an opportunity to capitalize on his counterparts failure, Quilt formerly of Earth-Two struck out on his own yet struck out versus Earth-One's Robin... and later versus both that Boy Wonder and his mentor Batman.
