Captain Stingaree was Gotham City's newest niche criminal, a master swordsman! Adopting his pirate motif, the scurvy sailor who torments the Dark Knight due to a particular obsession. It seems that he believes Earth-One's Batman is actually BatMEN, in the form of his three identical twins of Jerome, Michael and Robert. Stingaree' counterpart was Sea-Lion, an armed appendage antagonist of Earth-Two's Huntress obsessed with genetics.
As each were private investigators skilled in areas mastered by the costumed Bruce Wayne, the disguised Karl Courtney attempted to rid himself of his brothers. Then, he'd disgard his Stingaree identity for that of the Caped Crusader, and to that end he utilized the freezing technology of former cellmate Len Snart aka Captain Cold. Alas, Batman recruited the other three Courtneys and the Flash to undermine the Captain's calculating cunning.

Then there was Earth-Two's Police Commissioner James Gordon, who envisioned a time when he would need to replace his world's Dark Knight, and recruited five outstanding men. Trained under the tutelage of Batman, these five potential crimefighters (Harry Vincent, Phillip Gray, Sam Olsen, Dave Fells and Ted Blakely) were next to assume the mantle someday. One of their number, Ted Blakely, was a plant inserted first into the F.B.I. and then into the Secret Star by his benefactor, a crime lord named "Sweets". However, after purposefully bumbling through various cases, in the end Blakely did the right thing unlike Courtney and honored the alias he aspired to in the future by capturing his malicious mentor.
That's four identical twins seeking the cape and cowl of the Caped Crusader of the silver age, and five members of the Secret Star with the same goal during the golden age of Earth-Two. Throw in Batman Jones, the youth named after the Dark Knight when the hero saved the lad's parents before his birth, and you have the fifth stand-in on Earth-One.
Sea-Lion made his name known in Gotham City as a modern day pirate, complete with heat seeking projectile buzzsaws, automobiles that transform into hydrofoils, and a state of the art submarine. Working alongside Doctor Gordon Peake, formerly known as Bart "Doctor No-Face" Megan, Sea-Lion sought to purloin research on cellular manipulation of protoplasm developed by a government funded project through one of Gotham's premier hospitals. This led to his battling the daughter of Batman, the Huntress, and using Peake as a test subject for the top secret DNA formula.
Although temporarily transforming Megan into a protoplasm man, Huntress ultimately saved Peake and captured both him and Sea-Lion. Captain Stingaree become a member of the Secret Society of Super-Villains, and later worked with protoplasmic shape-changer Matt "Clayface" Hagen and several other foes of Batman before being frozen alive by fellow felon Mister Freeze.
