Abel Tarrant was a sailor turned burglar who inadvertently came in contact with experimental chemicals which reacted to his skin. The result of this was his ability to solidify his tattoos that were designed in various shapes. This brought him into conflict with Earth-One's Green Lantern, who found ways to defeat him despite Lantern's inability to directly effect the tattoo-based weaponry and objects with his power ring beams. As Tattooed Man, Tarrant working with other villains such as the Headmaster Mind as well as three incarnations of the Injustice Gang of the World.
Bill Jensen got caught up in the folly of his illicit business activities. Sent to jail by Commissioner Bruce Wayne, Jensen was granted power from Fredric Vast (the counterpart of Earth-One's Sabrina Sultreas aka the Satin Satan) to deal with Wayne and his pesky alter ego. Jensen quickly defeated Green Lantern, Flash, Power Girl, Doctor Fate and the Huntress atop the Gotham Twin Towers.
This was accompanied by Jensen using his solidified energy constructs to defeat each individual hero. Although he never was affiliated with other criminals like his cosmic twin, another Gotham City based crook named Crusher aka Sportsmaster took his place on the Injustice Society of the World.
Eventually, when Tarrant had tried to revitalize his solo career, and yet shortly thereafter was murdered by fellow felon Goldface. Jensen was finally vanquished by Earth-Two's Batman, when he realized at the last moment that the caped crusader was the Commissioner in disguise, Jensen self destructed costing both men their lives.
