Minute-Man had operated around the same period of time as the Justice Society of America. Each of them encountered a nefarious organization known as the Black Dragon Society, both led by a mysterious head who manipulated them from behind the scenes. On Earth-Two, this Japanese para-military terrorist organization dabbled in various weaponry to perplex the Justice Society of America while they were more mundane on Earth-S when they captured Minute-Man, and later Spy Smasher's, attention. But it seems in each universe there was a version of this insidious organization.
On Earth-One, a somewhat different yet just as evil assemblage incurred the wrath from members of the Legion of Super-Heroes, specifically Val Armorr aka Karate Kid and his wife Princess Projectra. It was his father Kirau Nezumi who was the latest Black Dragon to lead his evil sect in the middle 30th century, before he was slain in battle by his arch enemy White Crain.
Taking pity on the orphaned Val, Crain raised him as his own son and imbued in him a form of "super-karate" making the Kid the most proficient martial artist in history. Year after joining the Legion, Val faced the next Black Dragon,. This Dragon, Sadaharu also faced defeat, at the hands of his late master's offspring. However, Sadaharu would later return invade planet Orando where Val's girlfriend Princess Projectra was royalty. Once more, the second Black Dragon faced defeat by the young man he had once sought to assume his master's role in his criminal organization.
On Earth-Two, the Black Dragon Society manifested itself during the same era as its Earth-S counterpart, led by an evil man who sought to usurp control of global power from western nations.
One of the agents of the Earth-Two Society, Makahashi, faced the masked man known as Atom, secretly Al Pratt who like Val was trained in various forms of physical combat. Although using judo against the younger Al, Makahashi was bested by Pratt's skills. A fellow athletic red haired costumed crusader, like the Atom, who had faced the Black Dragon's multiple times was Rusty Ryan, leader of the Boyville Brigadiers. Mastering judo, Ryan was a formidable opponent who twice stymied the schemes of the Society.
Rusty Ryan the Brigadier was the counterpart of Val Armorr, both having been orphans adopted and trained to defend themselves, deciding to join heroic groups of youths. Val found allies, one who later betrayed him and his team. These were Andrew and Douglas Nollan aka Ferro Lad I and II, Condo Arlik aka Chemical King as well a traitorous Hart Druiter aka Nemesis Kid... all who joined the Legion. Similarly, Rusty's Boyville Brigadier allies were Smiley Scott, Ed, Whitey and Scotty... having a nine year stint as teenage titans during the 1940's.
As for Pratt, shortly before facing the Black Dragon Society first by himself and then alongside the Justice Society, he joined his teammates on a journey to the 30th century in order to procure components of a bomb defense formula. Thus, red haired Al took the place of red haired Rusty in residing in two separate time periods, the current century and a century a thousand years from now. Years later, he would return once more with the Society to the 30th century, just as Val would make a couple trips from his native 30th century to the 20th century, where Karate Kid has a short lived career as a hero in the modern era. Thus, while Val lived in both the present and a thousand years in the future where he originated, it was Al who would take Rusty's place in the 30th century.

Concurrently, the combined might of the Black Dragon Society sought eight inventions from the United States which in their possession would help Imperial Japan win the war versus their hated foes. Each of the members of the Justice Society, including the Atom, were successful in retrieving the items and finally were able to vanquish the Dragons completely. Whether they manifested themselves later on in this Earth is unknown.
