Apparently among the most attractive concepts to form a mob of crooks is making them fashioned after a deck of cards, specifically the top ranking one in a deck.
Regardless, Junior provides the trump card in his favor, justice! Earth-One's Royal Flush Gang had staying power as antagonists of the Justice League, and Earth-Two's Four Cards of the Joker had... well, the Joker... as its mastermind. And, of course, the Gambler on that world played in the big leagues apart from his card-carrying companions. Compared to that, this crime combine just came up as a spare deck indeed!
There was also a variation of the Royal Flush Gang on Earth-Twelve. This team consisting of King of Clubs, Queen of Hearts, and Jack of Diamonds, proceeded to battle Plastic Man Senior and Junior as well as their sidekicks. After this first encounter they retired from their crooked costumed careers.
