Very rarely, indeed, have crooked counterparts teamed up to hatch some nefarious schemes. This would be one of those instances, when Earth-One's Minister Blizzard recruited the dopplegangers of his world's Captain Cold and Earth-Two's Icicle (the Minister's counterpart would no doubt be several years older than him at this point and presumably in retirement). Remarkably similar to Icicle's earlier incursion on his own world's Perumbia (Peru) decades earlier, this time he along with his cronies capture by cold cunning the country of Equador. In the interim, they proceeded to steal valuable gems there, until the Justice League tracked them down and discovered the Shadow-Thief as the master architect behind this sinister scheme. His goal? To transform his planet through an artificially induced ice-age, under the guise that his three confederates were responsible for this transgression.
Thankfully, the Phantom Stranger intervened and defeated the Thief by deactivating his dimensiometer, which had caused the chatastrophic conditions in South America which would've plunged the entire world into unlivable conditions. As for Cold and Icicle, they would not see each other until the Crisis on Infinite Earths, which claimed the life of Icicle and Cold's ally Mirror Master.
This would mirror the actions of Ian Karkull, the counterpart to Carl "Shadow-Thief" Sands who likewise recruited various costumed criminals covertly to achieve his nefarious schemes while battling the Justice Society of America. He likewise suffered a similar crippling defeat.
