In August 1966, the scientific colleague of Ray "the Atom" Palmer... Enrichetta Negrini... created an experimental space-warp machine that malfunctions. As a result, several inhabitants of Earths One and Two end up on the other world. For example, the Justice League member Batman and his foe Blockbuster were sent to Earth-Two, while Justice Society members Doctor Mid-Nite and Black Canary along with their foe Solomon Grundy were sent to Earth-One.
Others who transitioned from Earths Two to One during this occasion were the criminals known as Captain Challenge, Crazy Quilt, and Gentleman Ghost. There were also other undocumented individuals who likewise were relocated from Earth-One to Earth-Two and visa versa, like a groom and golfer pictured.
Two years later, those migrants to Earth-Two returned to Earth-One along with that world's billions of other inhabitants when Alan Scott aka the original Green Lantern willed his power ring to transfer all "evil" from his world, which meant all humans then living on Earth-Two were shifted over to the Nevada desert. Kept in stasis briefly, they were discovered by Hal Jordan aka the newest Green Lantern, who sought out his counterpart. Together, Alan and Hal willed their power rings to transfer all of those from Earth-Two who were then present in that desert back to that world... including the Earth-One transplants among them. This reversed Alan's first action, which specified all humans with evil natures, focused on all those currently living on Earth-Two.
While this would seem to be an unbalanced arrangement, as the Earth-Two migrants now on Earth-One remained, note that there were Sinestro's three gangsters a year earlier from Earth-One who remained on Earth-Two. These three humans transformed into Sinestro clones on Earth-Two balanced out the loss of Captain Challenge, Crazy Quilt and Gentleman Jim Craddock now on Earth-One.
An equal number of migrants consistently remained in each realm at all times. This was illustrated in the case of Enrichetta Negrini's space warp and, decades earlier on Earth-Two, Uncle Sam's warp to Earth-X, if migrants transfer between universes long term... this can cause both to collide into one another and destroy them both! Thankfully, this did not happen, as both times the balance was restored soon thereafter.
