Gimmicky goons, indeed. Jervis Tetch was a mastermind at mental manipulation. Using computer technology to both mesmerize victims and extract knowledge from them, as the original Mad Hatter he met his match against Batman. Actually, both Mad Hatters had similar encounters with their world's Batmen.
On Earth-One, a second man usurped both the civilian and costumed identities of Tetch, becoming a new Mad Hatter. Using gimmick hats with an obsession in collecting all types... but especially Batman's cowl... he several times faced the Dynamic Duo.
On Earth-Two, an unidentified man in Gotham City used his own knack for inventing gadgets to become a supervillain. Thus was born the Fool! He also had a driving motivating in collecting hats, yet each time he appeared to menace the city, he was opposed by Green Lantern who was aided by his pal Doiby Dickles. Since each man was a red head, with a mysterious background, driven to steal hats and masters of devices that aided them in terrorizing their respective Gothams, the false Mad Hatter and the Fool were counterparts as well.
All of these heinous hat-wearing hoods had disappeared for good just preceding the Crisis on Infinite Earths! It was rumored that the real Tetch offed the other Hatter on Earth-One, while the Tetch of Earth-Two probably wasn't quite so miffed at the Fool crowding into his hat action given that... well... he was a fool but smart enough to know not to hijack the credentials of an established psychopath like the Mad Hatter.
