Among the most destructive of one-shot crooks were Quakemaster and Shatterer. Each faced caped Crusaders who did not have their awesome weaponry but were still overpowered by their foes' tenacity and will to win.
Quakemaster was famed architect Richard Coleman who, out of revenge for having his reputation ruined when one of his structures was damaged by a hurricane, designed a powerful jackhammer that could cause earthquakes. After being confronted by Earth-One's Batman and defeated by him, Coleman came to realize that all his destructive rampage ended up accomplishing is leveling other buildings in the city of his own design. Quakemaster would return as a member of the Secret Society of Super-Villains and quickly be defeated alongside his confederates when they battled the Freedom Fighters.
Shatterer was Doctor Price of York City Hospital, who had been assigned with treating the metahuman once known as Sandy Hawkins who now had a gigantic silicon body. When residual vibrations given off by Sandy's body leveled the hospital facility, only he and Price survived. Adopting the Shatterer alter ego, Price used his weaponry to siphon off the destructive energy given off by Hawkins to power his exploits. This led him to encountering Sandman, who decisively defeated the defrocked doctor. After this battle, Price seemingly perished when falling through a crevice caused by Sandy's body after the lad was transformed back to being human once more.
