Perhaps the most famous colorful crooks were Rainbow Raider and Rainbow Man. Although they were by no means alone.
Snafu was criminal techonologist Bartholemew Higgins. He devised a specialized suit equipped with gadgetry enabling him to dazzle others with colorful light waves. This brought him into conflict twice versus Man-Bat of Earth-One.
During his second battle with Snafu, first Man-Bat's wife... known as the She-Bat... confronted the rogue and quickly succumbed to his attack. Saving her and reverting her back to her human self, Man-Bat then used his acute hearing to triangulate and thereby capture Snafu again.
After initially facing the Spectrum during a charity benefit that the crook used to rob its guests, the Spectre soon after met the criminal's alter ego Hal Herman. Hal attempted to mentally control the hero's finance Clarice to fall in love with him, although the Spectre proved immune to the effects of Spectrum's weaponry.
