Originating from the other-dimensional world known as Aqua, Mera was queen of its undersea empire although abandoned her world and her throne as she fell in love with Aquaman, whom she met on an excursion to Earth-One. When the Aquatic Avenger assisted Mera in defeating a political opposer, she saw the heroic and noble disposition of Aquaman. This was also seen by residents of the Atlantis colony of Poseidonis, which made Arthur "Aquaman" Curry their king after he valiantly protected them.
However, soon after marrying and becoming the royal couple of this realm, Mera's twin sister Hila and her suitor Kandor ventured to Earth-One, attempting to usurp the rulership of Arthur and Mera. Despite temporarily succeeding, Mera proved more adept at the use of her inherent hard water power than had Hila, defeating her and sending her back to Aqua.
When the Green Lantern Alan Scott had journeyed back to ancient Atlantis of Earth-Two using a timeshute in an attempt to obtain a time lost weapon used in a modern-day murder, he encountered that land's queen Atlantea. At first seeming to be welcoming to the Emerald Crusader, she in actuality tried capturing Green Lantern. While escaping her custody, Green Lantern witnessed the destruction of Atlantis as this advanced civilization was devastated by a massive earthquake which submerged it under the sea. However, its queen presumably survived as she became ancestress to the more noble Queen Eeras, who assisted Lantern's Justice Society ally Wonder Woman more than once.
During the same ancient era that Atlantea lived, over on Earth-One the twin sisters of Atlanna and Atlena each discovered the means to survive the destruction of their city and live until the 20th century. They became the mother and aunt of Arthur "Aquaman" Curry, and thus passed along their royal blood to him by birth.
The Earth-Two counterpart of Atlanna was Queen Clea of Atlantean city of Aurania, while the doppleganger of Atlena was originally Queen Atlantea of ancient Atlantis... and centuries later Atlantea's descendant Queen Althea of the Saragossa Sea. When Cela attempted to conquer the more prospherous Venturia in the mid 1940's, during the height of World War II as the entire globe of Earth-Two was embroiled in a massive conflict between various nations, Clea was initially successful. However, when Wonder Woman and her beau Steve Trevor were recruited by Eeras to assist her in vanquishing her adversaries, Clea was exiled to Reform Island.
The Amazonians attempted to reform various female miscreants, although Clea proved resilient to these methods and would return decades later. Clea's daughter Ptra impersonated her mother, while Hila of Dimension Aqua tried to impersonate her twin sister Mera. These lookalike relatives of the two queens, Hila and Ptra, only appeared once.
Clea herself was unable to reclaim her throne from Eeras' daughter Octavia, who was granted rulership over Venturia. At some point, the now democratic city-state was ruled by Queen Paralea, who would encounter and fall in love with Superman in the late 1940's... much like Lori Lemaris of Tritonis would on Earth-One decades later.
