Black Manta and Ocean Master had similar goals, to conquer the seas from which they could exploit its wealth, and an unbridled hatred for their common foe, the Aquaman of Earth-One. However, this did not make them aitomatix friends, and instead pitted them against one another!
During their first meeting, Manta employed a scheme whereby chemicals he interjected into the water within Atlantis causing it to expel the liquid atmosphere within the city. This left it in an oxygen rich environment, healthy for surface dwellers but not for those undersea citizens. When this scheme failed, Manta attempted to attack his arch foe by kidnapping those whom Aquaman loved, beginning with his infant son.
When Orm as Ocean Master came upon this, he broke from his bad ways temporarily in order to battle Black Manta, whom he defeated. Later, Orm worked alongside a robotic Black Manta, which had been created by his step-mother and Aquaman's birth mother Atlanna.
As to Black Jack and Sea Sleuth aka Phineas Pike, these two men indirectly interacted with one another initially through their mutual acquaintance with the Aquaman of Earth-Two. As the hero was attempting to teach Phineas how to swim, he was called away to assist a ship in need that in reality was a snare used by Jack to lure his arch-enemy into a trap.
Using his sleuthing skills, Pike tracked down the imprisoned Aquaman, freeing him to further pursue his villainous foe. A picture caption revealed a future tale wherein Aquaman and Sea Sleuth were in danger due to the mariner mechanizations of Black Jack. In fact, this occurred shortly thereafter, followed by Phineas' retirement on a desert island. Although the later appearance in Gotham City Bay of the criminal Mister Styx, who looked remarkably similar to the Sea Sleuth, seems to indicate that Black Jack's evil influence may have rubbed off on Phineas!
