Born with tremendous mental aptitude, Doctor Joel Cochin earned three Nobel Prize awards for his research work, although his true disposition was anything but peaceful. Seeking to eliminate 99% of humanity which he deemed inferior and beneath him, Cochin adopted the alias of Paragon and developed a machine that would achieve his insidous goals.
Coupled with his genius intellect, Cochin also had the ability to replicate the superhuman powers of others, which he manifested when seeking out members of the Justice League of America of Earth-One.
On the parallel planet of Earth-Two, Mister Alpha was a mysterious man with a genius intellect of his own. Alpha sought to fulfill the prophecy penned ten years prior at Midwest College, when eight prominent students were gathered into a professor's office to write down what accomplishments they predicted they would make a decade into the future.
While Mister Alpha, unlike his counterpart Paragon, did not possess the genetic predisposition to replicate meta-human powers, he made up for it with his inventive capabilities and advanced forethought in his sinister schemes
Hence, Alpha began using the various sciences to his ill-begotten advantage, such as chemistry to break into a safe, geology to plunder a mansion and best the Atom and Hawkman, meteorology to calculate the sole casino unaffected by a hurricane while coating himself with phosphorous to render himself immune from Doctor Mid-Nite and Black Canary's attack, and mastery of zoology to manipulate rare birds as a distraction while using electricity to render Flash and Wonder Woman near-death.
Both Paragon and Mister Alpha were major threats, enabling them each to face off against seven of the Greatest Heroes of their respective worlds without fear of failure, leading them both to overconfidently fall prey to them.
Back on Earth-One, Paragon had methodically faced off against the League members Black Canary, Superman, Firestorm, Green Arrow, Red Tornado, Green Lantern and Wonder Woman. Cochin was able to replicate all the heroes' powers save for Red Tornado and Green Lantern, whose powers with artificially created whether than biological in nature. Utilizing Firestorm's physics knowledge and transmutation ability, as well as Green Arrow's engineering knowledge, Paragon nearly completed his device before the League systematically defeated Paragon in a final battle.
Meanwhile, or rather decades prior, Mister Alpha's own scheme was crashing down around him. Faced with the assembled Justice Society of America, who had all been saved and/or revived by his former classmate Paul Turnbull, it was revealed that Alpha was in actuality Ted Kincaid. An investment banker who lost his fortunes in the stock market, he sought to use science to steal big and frame another. It should be noted that in America vs the Justice Society, the Flash mentioned that Kincaid reformed after his criminal misdeeds and lived a law-abiding life in his later years.
