While receiving top billing of the pair, the Hawkmen were only one half of the Winged Warrior duo that included the ladies in their lives, alternatively known as Hawkgirl and Hawkwoman. Even though each pair shared in scores of adventures together, when it came to the teams the Hawkmen were a part of, there wasn't room for their fairer half.
On Earth-One, this was mystifying, given the fact that Katar and Shayera Hol were sent there from their homeworld of Thanagar in order to study police techniques of that planet's humans. Indeed, both were accomplished law enforcement officers, yet when the call came for a new recruit into the Justice League, only Katar was invited to the predominant "boys club". A no duplication of powers rule was in effect, but years later disgarded after several times wherein Hawkwoman proved her value, and joined them.
On Earth-Two, Carter Hall was the established superhero, when his girlfriend Shiera Sanders asked to be trained as his assistant. So when Hawkman was recruited as a charter member of the Justice Society, perhaps he felt that Sheira wasn't qualified as yet. However, after Hawkgirl's acceptance into the All-Star Squadron as a full member, despite her petitions Hawkman did not advocate her inclusion into his main team.
From words uttered by Katar to Shayera, there was a deep bond that he refused to break for any cause or anyone, and so fought for to be added to the League. Although Carter had as great a love for Shiera, it evidently wasn't strong enough to allow her into the Society... of which he was leader! A stark contrast between the Hawkmen of two worlds!
So Silver Scarab was right and Green Arrow was wrong, Carter not Katar is the worst!
